[MC-187714] soul sand neer lava sets you on fire

standing on soul sand on the half closest to the lava sets you on fire if it is submerged in lava

Environment

Windows 10 home 64bit java edition

I think this is working as intended. When you are in soulsand you are "inside" this block causing to be able to touch the lava block.
