[MC-187820] The tooltip for opening the packs folder moves with the cursor when you select the button with Tab

The bug

The tooltip for opening the packs folder moves with the cursor when you select the button with Tab, unlike all the other tooltips (like the quality of the graphics in the graphics options, or the gamerules in the menu for creating a new world).

How to reproduce

Press the Tab key several times while in the Datapacks and/or Ressource Packs menu until you reach the "Open Pack Folder" button
Move your cursor
