Endermen are less common in warped forests and soul sand valleys, which is intended, but they never pack spawn in those biomes. Skeletons cannot pack spawn in soul sand valleys either.

If im not wrong is intended, because they cant be close to each other in these specific biomes, so there are not going to be pack spawning
