[MC-187937] Wither Skeletons Not Dropping Skulls

Wither Skeletons have not been dropping their skulls. I've even went on creative mode and killed over 200 with a looting 3 sword, but I got no skull. This has occurred in Survival, and Creative, and is on a Singleplayer World

I tested it out. Turns out that your best bet to get wither skulls would have an enchanted sword of Looting III. Looting III is the most reliable than Looting I and II. Looting III raises the rare drop chance to 5.5%. With that said, try that out.
