Netherite Ingot frame in last Smithing Table input slot no longer fits for all items, causing inconsistencies with other blocks that support recipes

As a result of the addition of smithing recipes in 1.16 Pre-release 1, the Netherite Ingot frame in the last Smithing Table input slot no longer fits for all items.

This is inconsistent with other blocks that support recipes such as Furnaces, Blast Furnaces, and Smokers since there are no Coal frames in their fuel slots to fit for other items.
