[MC-188111] Mending not working

I have mending on my pickaxe... i used my enderman farm and only a little bit of the xp went to my pickaxe.. in my main hand i had a regular sword and my elytra was full.. my pickaxe was also in my offhand

That's how mending works in version 1.15.2 and earlier.

1.16 will change this.
