The "Serious Dedication" challenge is marked as complete by obtaining a netherite hoe in any way (e.g. from bartering or from a chest).
Intended behaviour seems to be that the challenge should be completed only when upgrading a diamond hoe.
How to replicate:
easy: get a netherite hoe from the creative inventory
less easy: barter with piglin until it gives back a netherite hoe
The first time I encountered the issue, I got the hoe from bartering and the challenge was completed (in a previous snapshot). Upgrading the world apparently reset the challenge and I completed it again just by getting the hoe from my ender chest.

I'm sorry, I missed that in the changelog.
I suppose you found a solution for multiplayer as well? (it should not be triggered by picking up somebody else's hoe)
Many other achievements are triggered this way - besides, the only way to get a netherite hoe in 1.16 will be to upgrade a diamond hoe as it has been removed from the bartering system.
