Unable to place bell on all sides of the piston base block

We're unable to place bell on the piston base block on some sides, even if logically we should be able. Last screenshot shows where we're able to put bells. May be duplicate or related MC-147249, but since MC-147249 is only about stairs and slabs I'm posting it separetly.
