[MC-18836] After 60000 ticks on the /effect time, the effect becomes infinite

I was playing Minecraft and testing (too late) the /effect command.
I was in a command block and i wrote "/effect @p 1 60000 127"
I saw that became infinite...
Maybe related to MC-7527...

If using /effect to add an effect for 1639 or more seconds, the game will display the effect as having "*:*" seconds left, thus allowing for seemingly indefinite effect lengths.

Seems to be only a graphical bug - it is still counting down normally, just unable to display the proper amount of duration.

its like Excel when you have a calculated value that outputs a higher value than the cell can display... you just get the #####.
