when you make a villager breeder, the villager with the food throws food but the other villager doesn't get most of the food. most of the food goes on to the floor or into collection

Villagers will only pick up food if they don't have enough themselves, please check the inventories of the villagers using /data
and make sure that the villager is eligible to pick up food.
checked using the /data command and one has not enough food to give and the other is empty, after 10 hours of afking, and not a single baby villager.was working fine before 20w20a snapshot, tried using other villager breeder designs but seems not to work
Cannot reproduce in 1.16 pre3, villagers were picking up food until their inventory fills up, then they stopped picking up food, seems normal behavior.
To the OP: Think that a Villager will never run out of food, so if it have not enough food for dropping, it will not drop and will not be able to reproduce with another villager. Also check if you have a bed for the baby villager to spawn.
Confirmed in 1.16.1. Attached video shows a foodless villager (leatherworker) unable to pick up any carrots from the villager with food (librarian). The hoppers were locked and didn't pick up any items, the inventory of the leatherworker was for sure empty (checked with /data).
