Stacked snow up to 2 blocks does not make a snow golem

The Bug
When stacking snow so it becomes 2 full blocks then placing a carved pumpkin does not create a snow golem

Replicate

  • Stack snow so it becomes 2 full blocks (Don't use snow blocks just snow)

  • Place a carved pumpkin on top of the stack

  • No golem is created

Did you place the pumpkin then add the snow?

No you need to stack the snow first then place the pumpkin

try removing the grass block that is touching the lower snow block, golems and withers like to have a lot of room around to spawn
