[MC-188449] Cooked food can't be placed on unlit campfire

Food can now be placed on unlit campfires

The bug

Cooked food can't be placed on an unlit campfire. As this change was likely targeted at decorative purposes, it would make sense to allow the placement of any food type on the campfire.

This ticket is intended to find out whether cooked food not being placeable on campfires is intended or not.

Can the item be modified via command? That would add the decorative purpose.

Adding items by command was always possible. This affects survival decoration.
