I'm now in the stage of my world where I wanted to build a guardian farm so I set out to find a water monument. Upon arriving I found that the only mobs present were the elder guardians. To find the cause of this issue, I loaded the world in 1.15.2, and there plenty of guardians. I began to search online for helpful instructions such as set "doMobSpawning" to true, lighting up caves in spectator, but nothing seemed to works. I checked three other monuments in the world and they all had the same issue of no guardian spawns.

Was the world previously loaded in any other 1.16 snapshots, especially 20w21a or earlier?

Yes, I can't exactly remember what snapshot it was loaded in though

Is it known what the consequences will be if I continue playing in this world? I have already made a lot of progress so far and don't want to reset. Will guardians spawn again if I wait until the official release?

No guardians will spawn at that temple anymore, no, but they will spawn in new temples.

So if I got this correct, any temple that hasn't been loaded so far will still be fine?

Correct, or any temples that haven't been loaded in the later 1.16 snapshots.
