Only happens with Graphics set to Fabulous!

i7-7700K 4,20 GHz, Windows 10 64-Bit, RAM: 32GB, GTX 1080 Ti, Java 8 update 251 (1.8.0_251-b08).

"Grapihcs: Fabulous!" Clouds render on top of blocks

This happens on my 1050Ti, however it doesn't seem to occur on my friend's GTX 1650Ti. This leads me to believe it only effects older cards. Also block outlines render in front of blocks with geometry that isn't a full block.
