Currently the only sound I can hear is moving minecarts. (This is also confirmed by the Windows Volume Mixer, the sound meter only increases near minecarts.) Upon loading a saved game, or returning from the Nether, the world is silent. I can remedy this by going in to Settings and adjusting the volume sliders to any degree, backing out will then restore audio. Leaving the Nether will then mute sound again.

Something is making a lot of sounds in your world, too many for the game to handle - please have a look if you can reproduce this on a brand new world.

It does not reproduce, It must be due to minecarts then, I do have a quite a few in the area. They are technically motionless, but the game acts like they are moving. I guess this just leads to me asking if there could ever be toggle to eliminate that particular sound, I've longed for that in the past. Well, thanks for the quick reply, and I guess this can be considered resolved.
