Are iron golems meant to attack hoglins because every hoglin that spawns keeps getting killed by the iron golem. Aren't they just meant to be wild animals? Are they counted as a monster?

They are counted as a monster. Any mob that is hostile or neutral will be attacked by an iron golem.
