Can't walk from farmland onto waterlogged half slab

When standing on farmland, the game doesn't seem to let me walk onto an adjacent half slab without jumping, as if the small ledge is too high (see attached). The gap below the half slab is waterlogged (it's a farm that alternates strips of farmland and slabs), I'm not sure if that's what's making the difference though.
