We can't get the fern block in survival, this is not a bug.

Roughly translated the title reads:

"Help get the block 31 in the jungle"

or

"Help me get block 31 in the jungle"

31 is various dead saplings/ferns/etc...

Nope the translation would be more like "help me, block 31 is being shown in the jungle", and in the description he says "I left a screenshot please vote". Not pretty sure what he means though, and I can't see the attachment either.

The screenshot opens fine for me, it shows fern plants in a jungle biome. No idea what the issue is supposed to be though.

Maybe the gray grass texture on sides of blocks? But thats not part of vanilla minecraft

The only weird thing I see on the screenshot is the border of the grass blocks, which looks like stone or something, but that's probably just a texture pack and unrelated.
