Bone meal grows plants on nilium, depending on the block that the bone meal was clicked on, not its surroundings. Look at the screenshots and you will understand everything.

This seems to be a bug already reported in MC-175232. If you haven't checked that out yet, the developers have said that this feature works as intended.
