Loot chests say "Loot Not Generated" in spectator mode

Works as intended. If you open a chest in survival/creative first and then, with the same chest, try it in spectator mode does it open?

You should switch to creative first and then go to spectator mode. The loot won't actually generate if the player is in spectator mode.

this is how it should work. loot tables are generated by players, and if, sayone player has the luck effect, than they will get better loot. but spectator should not be able to generate loot or else luck does not really count.
