[MC-190429] Jumping on bottom step of a stair and walking forward causes you to get stuck

Jumping onto a stair right before the second step up will cause you to get stuck unless you jump or walk backwards to cancel the glitch.
It occurs on both single player and multiplayer servers.

We do not have enough information to find the cause of this issue.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.

@galaxy_2alex I've attached a crash report in the attachments. https://youtu.be/jSH5aYhs8oU Here is a link to a video of me reproducing the bug. I have theories as to why it occurs but I do not code and have no understanding of minecraft's code to make an educated guess. I just suppose it has to do with the stair's collision box and the player's not registering it's walked up a stair.
