[MC-190846] Trees can't get through stage one in certain conditions

I discovered this issue pretty recently and i beilive it's not a feature as i checked update contents and it was in non of them.

All tree types are having problems with growing when there is at least 3 blocks right next to them.

Spruce, Acasia and Jungle saplings are also having problems when there is 3 blocks, 1 block far from them.

1×1 spruce trees require a 5×5 column of unobstructed space at least 7 blocks above the sapling to grow (8 blocks including the sapling itself).

I soppuse it's a new change if it's not a bug. because they work just fine in 1.15.2 or 20w22a snapshot.
