Server updated to 1.16. Player entered server first, and a dozen dogs tied to a fence via lead teleported to him, and the leads drop at his feet.
We reattached the leads to the fence and unloaded the chunk (through nether portal).
A different player returned first to load the chunk and dogs were sitting and tied up. Owning player then came through and the dogs stood up, still staying tied.
Both players went back to the nether, unloading the overworld chunk. The owning player went through first (to be the 'chunk loader'). The dogs immediately teleported to him (while he was still in the portal, shoving them through) and the leads dropped at his feet as well.
Oddly, 5 of the dogs stayed tied up on the second test, but 10+ teleported.

No to both. Both tests mentioned above were done with adult dogs. Please don't mark this resolved without investigation.
Just happened again when the owning player joined the empty server (loading the chunk). All but one of the dogs teleported and broke the leads.
Happening to me as well. In my case I have a dog leashed in my realms. If I am a few chunks (tested: 2 chunks) away to the leashed dog and am the only person on the server, then leave for over 5 minutes to wait for realm to unload all chunks, then join again, then the dog is no longer leashed and teleports to me. This bug does not happen in single player as far as I've seen.
Were the dogs previously puppies that just grew up? Also, have you been attacked by a mob while your dogs were near?
