[MC-191465] Dungeon/spawner missing from custom dimension creation with datapacks

Minecraft Java version: 1.16

Working with creating the custom dimensions through .json files and seen that /locate doesn't allow finding dungeons or generating them through generator settings.

Not being able to /locate is MC-107829. Leaving ticket open for Mojang to decide about the world generation part.
