1: New nether blocks have the same texture in every texture pack
2: Target blocks do not carry Redstone signals correctly

However, this issue is Invalid.
Please always keep it to one bug per report. As for the texture issue, you will need to download updated packs for the new textures to show, old packs won't have any new block or item textures. As for the Target one, please open a new report with exact reproduction steps plus screenshots with your F3 debug screen enabled.
