I don't get the right amount if not any cactus blocks while breaking it. The item suddenly disappears if it lands on top of the broken cactus or a dead bush after breaking the block.

Items dropping on cactus blocks get destroyed, that is intentional - I am unable to reproduce this for the dead bush, please provide more detailed reproduction steps, and a screenshot of your game with your F3 debug screen enabled.
