After fishing 40+ levels (in open water live, not afk) there were zero 'Treasure' category rewards. I used enchanted rods, one with Lure only, the other with Lure and Luck the Sea (both have Mending).
I'm addicted to the news so I'll split screen and fish while watching news streams. Since the 1.16 and 1.16.1 updates I have not fished up one Treasure. I've received all the Fish and almost all of the Junk (no fishing rods good or bad). I went from Level 8 to Level 48 fishing with no reward, this is unusual to say the least.

In that case, the fishing spot does not meet the open water requirements. Here is the explanation from the wiki:
In order to catch items in the treasure category, the bobber must be in open water. This is technically defined as the 5×5×4 vicinity around the bobber (2 blocks away horizontally, 2 blocks above the water surface, and 1 block deep). Each layer in this area must consist only of air and lily pads or water source blocks, waterlogged blocks without collision (such as signs or coral), and bubble columns. These conditions are checked every tick to determine if the player is eligible to receive treasure from a fishing attempt. If the conditions are not met, only items in the fish and junk categories can be obtained from fishing.

Treasure can no longer be obtained by the old AFK fishing farm designs, the bobber needs to be in "open water". This is intentional.
