Attempting to tame an ocelot results in the first fish being accepted, enabling breeding mode. Subsequent fish result in no particles or taming. The number of fish held in the player's hand will appear to decrease when used, even disappearing when all fish are used, but clicking on the inventory slot holding the fish causes them to reappear.
Every so often a fish is actually accepted with hearts, but this results in breeding mode, not taming. I went through a full stack of fish this way, but no taming occurred.

I can't seem to add any additional affected versions (it says "No Matches" for anything I type,) but I know it affects 20w15a and earlier.
The issue includes bred ocelots and their offspring. I've also had a similar issue with donkeys, but it's more sporadic, and I haven't confirmed for 1.16.
Ocelots can no longer be "tamed", instead, once it goes into breeding mode it will no longer flee the player, and will prevent it from despawning. This is intentional behaviour.
