I tamed two cats in a village and I keep turning around and they aren't following me.

They are not sitting. They do not teleport. They follow for about a minute but they suddenly stop for no reason and they no longer teleport to me.
Were you at any point using offline mode when logging into your world, or used different Minecraft accounts?
I am not playing on a server if that is what you're asking. And i only have access to one account. Single player minecraft issue.
I'm having this issue in 1.16.5. I haven't used offline mode, and I'm running a singleplayer world. I made sure that the cats were not sitting, and turned up render distance. They still stay in one place. I have three of them, and they all behave this way. The issue seemed to pop up out of nowhere, since it was fine before.

I'm having this issue in 1.16.5, too.
BUT
I have a "workaround" and some thoughts / ideas what triggers this problem!
As some of the other commentators already mentioned, I experienced this issue mostly in villages.
The cats (no matter if tamed in that village or in another; no matter if tamed recently or many in-game days ago) just kept standing next to a house and won't follow.
Pushing them away makes them hurry back to the spot they used to be standing at.
They are not sitting! and right clicking them twice to sit down and stand up again doesn't solve the problem.
Now I'm experiencing the issue even with houses I built for villagers and recently even with my own home (next village is plenty of blocks away!)
The issue seems to be connected to beds or maybe even chests. It seems like the cats were trying to sit on furnitures but since there is a wall in between can't reach them.
It even occurs with floors. - So, I had some cats staying in the one corner of the roof, exactly above my bed, with the floor being the "wall" blocking them!
The workarounds I found out are:
right-click the cat to make it sit down and push it at least 20 blocks away. Then right click it again
go inside the house, take the bed and / or chest and replace it
use a lead to get your cat away, don't unleash it before you are 20+ blocks away from the spot the cat kept standing at
place a boat and push the cat into it. Then drive the boat away (20+)
As you can see: All the workarounds follow a specific pattern of getting the cat far away from the spot to make it forget about it.
I'm sure there are plenty of ways to accomplish this goal, but these four are the ones I've tried and succeded with.
One last thing to mention here:
If you haven't changed the building or the placement of beds / chests, the issue might occur again at this specific spot.
If you are not willing to change them you have to avoid the spot with your cats!
It seems to be sufficient to simply walk past on the other side of the house (even with the smallest pre-generated 5x5x5-houses).
