When I try and crafted it it doesn't let me at all. I figured it now it's because that fishing rod was enchanted, i crafted a new one and it worked.

I checked right now and it works but earlier it wasn't working ,not even by crafting automatically,maybe because of enchantments it had?
This is intended, the recipe book doesn't use enchanted items. You can still manually use an enchanted fishing rod for crafting.
No, i mean after i removed the enchantment, it would not let me.
This is the exact recipe, it is not shapeless, please check if it works when doing it like this.
