[MC-192338] Swamp huts generating on ground level making witch and cat walk away from the hut

The witch and cats will run away from the witch hut since the swamp hut can generate touching the floor and their ai will make them walk away

happened on multiple seeds i tried on 1.15.2 and 1.16.1 and both occured the same way
