When a hopper is locked it will take items from the hopper above it, this doesn't happen with chests. This breaks all storage systems so it must be fixed immediately!
My setup is a hopper on top of a hopper with a Redstone torch beside the lower hopper and the lower hopper going into a chest. I put items in the top hopper and they flow down which shouldn't happen.
