Minecart sounds can't be changed in volume

On the multiplayer server I'm playing on, we have a long minecart track from one village to another. When I tried to lower to minecart sounds in the sound menu, I didn't find an option to lower it. 

Now, when I set the master volume to 0% and then back to 100%, the minecart sounds stopped playing altogether. Even while I was still riding the minecart. 

The sounds I have generally on 0% are music and weather. So, I don't think they would have played a role in this bug...?
