The fortune enchantment on a netherite pickaxe isn't that good.

I did some testing, and it turns out that diamond pickaxes with fortune are a tiny bit better than netherite pickaxes. This might be a problem or an intended feature. Is the drop rate on ores supposed to be better with the netherite pickaxe, or is it supposed to be as random as diamond? I have no idea, so i figured it would be ideal to post this.
