I have already ruled out plugins by opening the world in vanilla.
When I updated a pre-existing world from 1.16 to 1.16.1 all of the villagers in my crop farms lost their jobs. They had jobs before the update and everything was working fine. They won't take their jobs back either, no matter how many times I replace the workstations, move the bells or move the beds. It's not the time of day - I've changed the time of day and that doesn't help. I've even tried killing and replacing the villagers.
I tried giving villagers jobs elsewhere in the same world but rather than take the workstation right next to it when I spawned it in, the villager took another workstation nearly thirty blocks away. There were multiple closer workstations.

Removing the lanterns didn't help. There were multiple closer workstations, and the workstation it took had a concrete block on top of it, as did most of the nearby workstations.
I found the issue you are experiencing, this is a duplicate ofย MC-192032
I also noticed that another set of villagers elsewhere still have their jobs and they are under similar underground conditions, minus the bells. They're fletchers.
