MC-184996 After trying multiple times, I have discovered that when leaving a villager and a zombie alone, the zombie will just straight up kill the villager instead of turning it into a zombie villager. Resolved

As you can see here, it is not guaranteed that the villager turns into a Zombified Villager: https://minecraft.gamepedia.com/Zombie_Villager#Spawning
