not true, stone slabs and stairs have the old texture of stone, but they are newer blocks so why can't the new nether block use the netherrack texture where they use it in default

They are no longer updating it. A few newer blocks were added before Mojang decided to stop

Why is this marked resolved though? I opened Minecraft and don't see a change. I can at least say this is the worst customer service I have ever seen.

This ticket is a duplicate, the other one Works as Intended. Mojang resolved it because they are not adding textures to the programmer art resource pack, so them not being there is intended

This is also a bug tracker, not a customer support website. "Resolved" basically means "Closed", please always check the "Resolution" field for why it was closed.
