Baby foxes from the bug MC-134755 weren't fixed (found by James Lai)

How to reproduce:

1. Spawn the baby foxes in the middle of an ocean, or a pool with no escape

2. Wait a while, and they will begin to drown

This issue was present in 21w38a, but no longer occurs in versions above or equal to 21w39a. With that being said, this issue has been fixed in 21w39a.
