Structure block structure outline shifts when item is picked up inside of it

When an item is picked up while looking at the outline of a structure file, the outline can make a copy of itself for a few frames. This is unlike MC-194173, because in that report, the outline of an entity shifts, while in this bug report, the outline of the structure is duplicated instead of shifted.
