[MC-194258] Very few piglins brute are generated in the bastions being at maximum and minimum difficulty

When testing the new nether of the 20w28a, 20w29a and 20w30a, I realized that very few piglin brute were generated in the bastions.
Comparing with the 20w27a, you could generate 2 or 3 brute piglins per chest, which now doesn't work anymore. 😞

Please provide the seed and the coordinates of the bastion remnant in question.

Please check if that's still an issue for you in the latest 1.16.5 stable release or the latest 1.17 development snapshot.
