Endermans are spawning in nether in biome Wrapped forest. More informacion are on photo. I prntscrn-ed it with F3 informaciones

Yup, was explicitly mentioned in the changelog https://www.mojang.com/2016/05/minecraft-snapshot-16w20a/

Endermen can spawn in the Nether for a long time; and the warped forest is supposed to be a place where only endermen can spawn.

Endermen started invading another dimension, no idea what they are up to
