Villagers won't use beds in an "iron farm setting" in one location, but they do in another. There is no close villages and anything that could interfere with them claiming their beds. It seems to be randomly working or not somehow depending on location.

Please run /debug start
, wait a while and then run /debug stop
in order to create a debug profile. Afterwards, run /debug report
.
If you do not have the permission to run these commands, open your world to LAN and enable cheats. If you're on a server, make sure that you're a server operator in order to execute these commands.

Please check if that's still an issue for you in the latest 1.16.4 stable release or the latest 1.17 development snapshot.
I have this issue in 1.16.4. Villager correctly bound to the work site but wouldn't bind to the bed, and just wonder around at night.
I checked in the save file and villager still remembered a bed that was destroyed long ago and was hundreds of blocks away.
When I made a backup and modified the save to delete this old bed from his memory he correctly bound to the new bed on the next night. I still have the bugged backup.
Please provide a screenshot of the setup with your F3 debug screen enabled.
