I have tried to obtain the disc and it has been impossible. I haven't found any information about drop rates, so I'm assuming it's a bug (though I have found easier to get some discs over others).

I have gotten sooooo many discs... never an orange one. I attached 3 pictures to show my "collection"
It can be obtained like any other disc letting a skeleton kill a creeper.
