General Language distortion

Random characters that i dont seem to figure out become some sort of a weird not understandable language that has nothing to do with the language my computer is set to. it also affects the language tab, and generally the whole game if it sees any unrecognizable characters. please help, it is driving me crazy as someone that his first language is not english.
