[MC-195911] Villagers not breeding

No matter how many times i try to breed the villagers, they won't breed, when they are about to breed, storm clouds always appear, i don't know if this was intended or not, but no matter how many times i try to breed them they won't.

Do the villagers have enough food? Do the villagers have enough extra beds? Do those extra beds have at least two blocks of air above them?
