[MC-196857] Observers do not detect when Dragon Heads are powered

In most cases, observers will detect when blocks are powered by redstone. They cannot, however, detect if a dragon head is powered. This seems unintended or overlooked.

To Reproduce:
1. Place a dragon head near the face of an observer
2. Activate the dragon head using redstone
The observer will not detect that the dragon head is being powered
