There is a file in .minecraft/resources/streaming labeled "where are we now.mus". From what I can tell, this contains the soundtracks for all the music discs in the game. There is no music disc labeled "where are we now".

No, it was planned that it would be called "where are we now", but it was changed to "wait" due to problems with spaces in the namebefore it was added as a disc, at least according to the wiki. According to `diff`, the file "wait.mus" is different from "where are we now.mus". Either way, the fact remains that the file is unused, @SlicedBlock.
That folder is a remnant from launching legacy versions (prior to 13w24a with the introduction of resource packs). You can safely delete the entire folder and there will be no effect; as it was created and only used by these older versions.
Are you sure about that, @tryashtar? The readme in the resources folder references resource packs, and I would assume that if resource packs replaced the need for the resources folder, there would be no reference to the resource packs.
Ah, good question. I did a bit more investigating, and it looks like all of the pre-1.6 versions are configured in the version JSON to download this folder when launched ("assets":"pre-1.6"

So even versions as far back as alpha will be downloading files like the resource pack warning, even if they go unused in that particular version. It seems like the "where are we now" file is probably unused in all pre-1.6 versions, but it's hard to say with confidence. If so, it might be appropriate to file this under WEB or MCL.
