[MC-197072] Dirt path, farmland and mud on top of ice doesnt apply ice effect on players

For some reason, since 1.16 pathblocks, farmland and mud on top of ice stopped sliding players like it used to do before. But it does with items still, it is just players that dont slide on top of it.
