Minecarts with Furnaces don't reach expected speed when on powered rails

Furnace minecarts that are not powered by coal do not move as fast as the other types of minecarts when on powered rails. Make a track full of powered rails with redstone torches to compare the speeds. Additionally, furnace minecarts that are powered by coal do not move any faster on powered rails then they do on normal rails.
