Cannot use non-book item while looking at empty lectern

The bug

While looking at an empty lectern you cannot use any non-book item unless you hold down the Shift key.
This is different to other blocks which only accept a certain item (e.g. end portal frame or cauldron) where items other than the accepted item can be used just fine.

Reproduction steps

1. Place an empty lectern

2. While looking at the lectern try to eat something
   ❌ You do not start eating
